In reply of Mr.Huseynov statements that Armenia rejects the visit of any PACE rapporteur to Armenia that is nothing than blatant lie.No need to remind collegues that it was Azerbaijan,wich consistently rejected Mr. Strasser to visit Azerbaijan for preparing his report.It is a well-know fact

Now let me thank Mr. Gross for the comprehensive work, which has been done.

Discussing the Assembly's activities, I would like to draw the Assembly’s attention to the latest developments around Nagorno Karabakh.

Nagorno Karabakh issue is also topical in the Political Committee of the Assembly.

Recent escalation of tension on Armenian-Azerbaijani border is a reason of serious concern. By breaking OSCE Minsk Group’s principles of peaceful negotiation process, Azerbaijan intensified cease-fire violations using also heavy weaponry not only on Line of contact between Nagorno-Karabakh, but also on the border zone of Tavush Region of Armenia. Among the victims of that violent breach of international law are peaceful residents. 4 Armenian young soldiers who were very far from the immediate danger zone and were engaged in their everyday activities 5 km away from the frontline, were killed. And one day ago, in their own house, in their own garden, in front of their beloved people were killed 3 women who would take care of their family with their peaceful work. My colleagues and I, personally, have visited those territories and have seen the destructions. With this provocations Baku demonstrates its disregard both to the human life and to its own commitments. This is yet another futile attempt of Azerbaijani authorities to divert attention from the outrageous human rights situation in that country and the growing criticism of the international community in towards this. 
Honorable colleages
Another important reason why Azerbaijan blatantly violates its own committments is the absence of targeted critisism by the international community which is preceived by Baku wrongly bringing to human losses.
Azerbaijan continuously rejects the proposals on confidence building measures and the initiatives aimed at the stabilisation of the situation. On 26 September the Minsk Group co-chairs urged Azerbaijan to accept an OSCE mechanism to investigate ceasefire violations. Armenia has agreed to discuss the details of the mechanism, 
I call the Parliamentary Assembly of the Council of Europe to pay attention to the behavior of Azerbaijan and undertake required measures, because it's obvious that it's Azerbaijani side that provokes new tensions on the border and it is Azerbaijan that have to and will take all the responsibility for the further developments. I assure you, that it's a provocation organized by Azerbaijan. I would also like to add that Armenian army is able to protect our borders, our army proved that many times.
