N. Zohrabyan. Between the Lines Changes Contain Serious Risks
The PAP political committee session took place yesterday, during which the already published provisions on the Constitutional amendments have been discussed. Talking to Aysor.am, the "Prosperous Armenia" party leader Naira Zohrabyan mentioned that she is of the opinion that the provisions on the Constitution that were published yesterday will be put to a referendum just in this form.
"Yesterday we discussed the main emphasis, and I must say now that the party's position remains unchanged. Yes, by having a parliamentary system transitional provision in our program provisions, however, our concerns associated with this model still remain, we see the risks, "she said, adding that the party has not held a discussion on it yet, it will take place in the near future. Only after it their position on this or that provision will be clarified. But the deputy’s first impression is that enough between the lines changes are proposed, there are serious risks in many provisions, and many of these provisions are unclear and incomprehensible for them.
“Now we try to understand if there is something like that in any other country of the world that, for example, only two parties that have the maximum number of votes participate in the second round of the parliamentary elections. We have instructed our experts to examine this issue, because I do not remember any of the country’s Constitution where such a model is fixed. From the first sight, just that provision contains sufficiently risks and, in fact, we are dealing with a change that will lead to one-party government, "she stressed, reiterating that this provision and numerous other provisions should be examined in detail by the party’s specialists and experts.
We should remind, that according to the published draft, if during the first round of the parliamentary elections a stable parliamentary majority isn’t formed, a second round of voting will be held with the participation of the parties or alliances that have received maximum number of votes.
N. Zohrabyan informed that during the private conversations with the Venice Commission's colleagues the party members were urged to take part in the substantive discussions on the provisions concerning the human rights and the judicial system, but there are also other important provisions.
"For example, who is going to be the commander in chief during the war and in general, etc. I'm not a constitutional expert and it’s difficult for me to assess professionally what is the real solution of this or that problematic provision, but after our expert‘s discussion, they will present to the professional political Council, which will discuss them. "
But the party’s leader added that as for the transition to the model of parliamentary government, the party is sticking to its position, which is the following.
"There are serious risks in the transition to the system of parliamentary government."
